Access to Baby and Child Dentistry (ABCD) 

The ABCD program encourages early childhood oral health with enhanced reimbursement for certain services to Medicaid and CHIP eligible children ages 0-5 by trained providers.

To participate in the ABCD program and be eligible for enhanced payment and services:
  1. General providers must have training in early pediatric techniques and education of parents and children on oral health issues
  2. All eligible servicing and billing provider’s National Provider identifiers (NPI) must be enrolled with South Dakota Medicaid.
  3. Providers must describe relevant education, training, and experience to participate in the program.
Participating providers are eligible to receive enhanced fees for:
  • Comprehensive and periodic oral examinations;
  • Routine restorations (amalgams and composites);
  • Stainless steel crowns; and
  • Pulpotomies

and provide enhanced services:

  • Fluoride treatment/varnish is allowed up to three times per year for children ages 0-5.
  • Oral hygiene instruction for children ages 3, 4 and 5 with parent/guardian participation in the educational session.
